HEA BarGAINing 2015 - Update
The HEA Bargaining Team is gearing up for three long days of bargaining this week, as we plan to meet with the HSD Team Wednesday, Thursday and Friday from 8 A.M. – 7 P.M.

Show your support at the HEA Red Shirt Rally Friday morning (details above). This Friday is the last scheduled bargaining date, and hopefully we will be able to reach a Tentative Agreement, but know that your team is committed to bargaining additional dates, if needed. We are committed to pushing hard and putting in whatever bargaining time is necessary to bring our members the best agreement possible.

As mentioned in the last BarGAINing update, there are nearly 50 topics that have been raised for discussion at the bargaining table this year. Based on the HEA Bargaining Survey, the highest priorities for HEA members are: lowering class sizes and caseloads, increasing compensation and decreasing administrative control over time. So these are high priorities for your bargaining team at the table, as well. Additional areas that the survey showed are of concern to HEA members, and that your team is working to address, are: lack of substitute coverage, number of meetings, lack of access to functioning equipment and the amount of time needed to complete the new PG&E (evaluation) process. We have made progress on some of these topics, but have a long way yet to go before we reach agreement on all of our issues.

When the state Legislature (finally) adjourned in July, they adopted a budget that includes some -- but not nearly enough -- additional funding for public education. The state budget does include a COLA (Cost of Living Adjustment) of 3% over two years, plus a temporary salary increase of 1.8% over two years that will go away after the 2016-17 school year. It also includes additional funds to reduce class size at grades K-3, along with increased MSOC (materials, supplies, and operating costs) and other funds. That means that the Highline School District will receive approximately $15 million more in state funding in 2015-16 than they did last year. It is imperative that we ensure those funds are spent in ways that best meet the needs of Highline’s students and educators -- and this is what drives our work at the bargaining table.

It takes ALL of us as HEA members working together to achieve great things at the bargaining table. Please do your part by showing your support for your HEA Team this Friday, 7:30-8:30 A.M. at ERAC. Wear RED!

2015 Washington State Legislature


Last week, the Washington State Supreme Court held the Legislature in contempt and are fining the Legislature at $100,000 per day.  This is due to the lack of a plan to uphold the state’s paramount duty -- to fund education.

It is a perfect time to join WEA-PAC if you haven’t already. You can fill it out and send it to the HEA office via your building representative.

Q: When is the General Membership meeting in August?
A: If a tentative agreement is reached, the HEA General Membership meeting to ratify the contract will be on Monday Aug. 31 at 4 P.M. Location: Highline Community College Pavilion (gym), 2400 S. 240th St., Des Moines. Park in the south parking lot.
