Dear Supporter,
Thank you for all you are doing to support your students as they transition into the new school year. Starting October 1, class size counts so please look at the language shared in our Know Your Contract Section. We will share mitigation for class and caseload overage in future issues or check out section 4.19 if find you are in overload and are due mitigation.
This weekend we will be walking neighborhoods in Des Moines to encourage voters to support the rebuild of Pacific Middle School, Tyee High School, and Evergreen High School.
On Saturday we will meet at the Quarter Deck in the Des Moines Marina (22307 Dock Ave S, Des Moines, WA 98198) at 10 AM. There should be plenty of parking but the Des Moines farmers market will be taking place at the same time so it would be best to park on the south side of the marina. Once you arrive, you will be given a quick tutorial, before going out to speak to voters in pairs. You will be provided a script, as well as a fact sheet to ensure you have all the information you need to go out and speak with the community. Please email me if you would like to join !
Members have been asking about the October 14 non-student day expectations. This day is a full workday designed to work on building-based goals within your “natural” teams. You can select different team members to work with over the course of the day and should be working on goals such as those identified as part of your annual action plan.

1. Support the Proposition 1 Campaign-
Yes for the Bond/Yes for New School Buildings

Together we made close to 1000 phone calls. We have had warm and amazing conversations with many Highline voters, and most do not realize Proposition One is on the ballot. If all HEA members signed up for one two-hour shift, we will be able to reach the supporters we need to pass this bond.
1. HPS School Board Meetings –October 19 @ 6PM (in person & via zoom)
2. RECN Monthly Meeting- October 20 @4:30PM– Register here (third Thursdays @4:30-6:00PM)
3. Proposition 1 Bond Campaign: Phone calling Highline voters at the HEA Office or in the comfort of your own home. Auto-dialer ensures your number is not shared with voters. We encourage all members to sign up for one shift on a Tuesday, Wednesday or Thursday till November 3.

More information will be shared next week about mitigation (pay or para time) if your class size or case load exceeds what is limited.
B. Inclusion Factor: Students in elementary self-contained programs (e.g., DHH, EBC, IAC, ILC) will be counted as 1.5 FTE for staffing. Schools shall reserve spots in general education classrooms at the appropriate grade levels in order to include these students and provide access to instruction with their general education peers.
C. Elementary Class Size: The District and the Association recognize that reasonable class size and workload should be attained for optimum learning. Maximum learning efficiency occurs when the number of student contacts per employee is kept at reasonable levels.
Students Per Staff
- Kindergarten...........................23:1 per day
- Primary (grades 1-3)...............24:1 per day
- Intermediate (grades 4-5)........27:1 per day
D. Secondary (Middle and High School*) Class Size:
- Class size in middle and high schools with less than a six period schedule will be at a student to teacher ratio of 33:1 (99 per day) with individual class capacity limited to 35 students. PE classes will be at a student to teacher ratio of 38:1 (114 per day) with individual class capacity at 40 students.
- Class size in middle and high schools with a six period schedule will be at a student to teacher ratio of 29:1 (145 per day) with individual class capacity limited to 32 students. PE classes will be at a student to teacher ratio of 33:1 (165 per day) with individual class capacity limited at 36.
*Schools with Traditional Education Models
Advisory (p. 41): Advisory students shall be weighted at .25 FTE per Advisory period of 70 minutes per week. Student count may go over 145* up to 151 without mitigation, if the additional 12 students above 145 are only due to Advisory.
Special Education will use the following certificated staff ratios:
