Dear Supporter, 

I see how hard you are working and what a strain the post-pandemic is putting on the school system and the families and students we serve.  As part of our dues, HEA collects community outreach funds from our members and, in turn, invests these in our students and in you through the Highline Schools Foundation, The WEA Children’s Fund, the NEA Foundation Grants and other agencies supporting our youth.  The Executive Board encourages you to remember these agencies in your end of year donations as well as access them for student support, classroom support and grants for professional learning opportunities.

HR has hired 23 substitutes (HEA/paraprofessionals/bus drivers) since early November in addition to 30 paraeducators.  HR doesn’t attribute this number to any single strategy, but acknowledge multiple approaches are needed: online recruiting, in-person job fairs, tables at SLCs and schools, refer a friend contest, signage, cooperation with HEA, and recruitment/information sessions.  I have reached out to HR to revisit the impact on the substitute shortage on our educators.  We will continue those discussions in January.  I hope everyone is aware of the agreement in place that compensates special education and other educators when they are missing contractually required paraprofessional support.  If you or someone you know is missing paraprofessional support, please ensure those mitigation ESCs are being accessed or reach out to me.

HEA, WEA, and NEA are working on our most challenging and intractable problems.  If you are interested in receiving more information or contributing to these efforts, please email me with your interests.

  • Equity and support for our most marginalized students-HEART equity training, community workforce agreements, messaging at the school board meetings
  • Support for special education services-Joint Inclusive Services Team is underway, discussions at specific schools, and lobbying Olympia for more special education funding
  • Dual language curriculum and assessment-Elementary DL and Secondary DL teams are underway with work on curriculum and assessment
  • Student social and emotional needs-Joint Student Behavior Support Team is underway, with money allocated for training and effort put into understanding student behaviors across the system.  HEA has partnered with the Alternatives to Violence Project and the Cultures United Soccer Club in White Center.  Our pilot training with a few Evergreen staff and CU coaches will be held on January 7….more details to follow.
  • Facilities improvements and air quality upgrades-HEA continues to partner with Sound Alliance Clean Air for Kids Campaign and the Sheetmetal Workers Union to monitor and promote air quality that exceeds recommendations.

6. HEA Rep Council Meeting: January 9, 2023 @ 4:30PM. (Jump on from 4PM-4:30PM for a Rep Skill Refresher.)   Meeting to be held on zoom. Link will be emailed to all HEA members.  Nominations close at the meeting for candidates to the NEA RA (Orlando & Philadelphia) and WEA RA (Spokane). Zoom Link will be emailed to all HEA members to attend the 5:30PM candidate speeches.

2. HEA Delegate Nominations

HEA Delegate costs for attending the WEA RA and NEA RA are covered by the HEA including substitutes (when applicable), air/ground transportation to the venue, baggage, double occupancy hotel, and a daily per diem for meals.  COVID protocols continue to be in effect including vaccination verification, masking and periodic covid testing of attendees.

Nominations will be accepted prior to and at the January 9 HEA Rep Council meeting. We encourage you to scan the QR code or use this link to complete a nomination form prior to January 9.

WEA Representative Assembly: April 13-15, 2023 (Spokane)

WEA-RA is our chief policy making body. Join us at the annual state RA. Local associations, like HEA, select delegates to represent them to set policies and directions for the coming year. In 2023, delegates will elect the WEA President and WEA Vice President.(Year Two: April 11-13, 2024 Spokane)  Want more info? Visit the WEA website.

NEA Representative Assembly July 1-6, 2023 (Orlando)

Each summer, 6000 dedicated educators gather to set policy for the National Education Association and advance the interests of public education for our 3 million members. Join us by becoming a delegate. (Year Two:  July 2-7, 2024 Philadelphia) For more information, go to NEA.org/RA.

3. HSD School Board Communication

This past Wednesday, HEA members—first time and returning speakers--and community members turned out for the school board meeting.  I am pleased to share that HEA has had an impact on the tone of the meeting and is shifting the dynamics of the School Board, requiring them to take a more activist stance to how the meeting is run.  Please continue to sign up and speak on how amazing our students are, and what we appreciate about school board, their policies as well as what we still need to carry out our work.  

Your next chance to ADDRESS THE BOARD will be January 4 @ 6PM.  Register in a timely manner by calling 206-631-3070 beginning Monday, January 2, 2023 at 8AM.  Scheduled speakers have up to 4 minutes at the start of the meeting while the first ten who sign up during the meeting have up to 2 minutes at the end. Next week I will share the list of this week’s speakers and their messages.
